Chapter 1: Getting Your License
California has more licensed drivers and registered vehicles than any other state in the country. That scale is exactly why the rules in this handbook matter — millions of people share the same freeways, intersections, and neighborhood streets every day, and the system only works safely when everyone understands and follows the same basic rules.
To get a standard driver license in California, you need to clear four separate requirements:
- Minimum age. You must be at least 16 years old to apply, though drivers under 18 go through a provisional licensing stage first.
- Proof of California residency. The DMV wants to confirm you actually live in the state, not just that you are visiting.
- A valid identification number. Either a Social Security Number or, if you do not have one, an Individual Taxpayer Identification Number (ITIN).
- Three passed tests. A vision screening, a written knowledge test on traffic laws and signs, and a behind-the-wheel driving test.
None of these steps can be skipped or shortcut. Even an experienced driver moving from another state has to go through vision and written testing again, because California's specific laws — like its Move Over law or its rules on right turns on red — are not automatically assumed knowledge.
